Owners
Spencer Hissam, P.E., has worked as an environmental engineer for over 25 years. His entire career has been spent on regulatory compliance issues including air quality, sewage disposal, and basic sanitation. He excels at program/project management and has a deep commitment to serving clients. Spencer has coordinated a wide range of projects with various sizes and complexities. For approximately 10 years of his career, Spencer coordinated the Air Pollution Control permitting program for the local health department in Nashville, TN. During that time, he established relationships with local, state, and federal regulators and gained valuable experience related to minor new source review, PSD review/avoidance, MACT and NSPS compliance, and stack/compliance testing.
Shea Cofer is a Certified Hazardous Materials Manager (CHMM) and has served in environmental consulting for over 10 years. He has provided valuable support for local and national companies and built lasting relationships along the way. Shea has consulted on a wide variety of projects including stormwater, hazardous waste, air quality, ISO management systems, and safety compliance.
Meet the Team
Hunter Hill, P.E., has over 5 years experience as an environmental consultant. He graduated from the University of Tennessee in 2014 with a Bachelor of Science degree in Biosystems Engineering. His degree provides a broad engineering background in multiple disciplines. Hunter has consulted on a wide variety of projects including stormwater, SPCC Plans, air quality, and hazardous waste. Mr. Hill’s work experience includes long-term, regular on site projects where he has responsibility for all environmental record keeping and reporting requirements.
Dylan Moore has a Bachelor of Science in Mechanical Engineering from The University of Tennessee and a work history that includes design engineering & project management in various manufacturing environments, Dylan brings a diverse, adaptable skill set and the ability to manage large-scale projects from concept to completion. He has constructed large-scale emissions calculations, utilized skills in VBA (Visual Basic for Applications) to automate legacy processes, performed practical industry research, prepared reports and plans such as SWPPP and SPCC, and provided additional support in air, water, and waste compliance.
Carter Venable received a Bachelors of Science in Mechanical Engineering with a minor in Aerospace Engineering from the University of Tennessee in 2016. His experience includes working as a patented turbojet engine design engineer, and he is actively consulting on many projects including storm water management, pesticide reporting, air compliance, and hazardous waste.

Lem Stevens, P.E., has worked as an environmental engineer for over 25 years. During that time he has served many companies—from small, local manufacturing facilities to large, national companies at the corporate level. He has maintained strong client relationships and has earned a reputation in the Southeast as a leading expert in the field of air pollution control. Lem has been invited to lecture on topics pertaining to air pollution control and is a former chairman of the Tennessee Chapter of the Air and Waste Management Association. He is well-known and respected by both clients and regulators in several states.
